In a swift and significant move following the announcement of the 2026 Assembly Election dates, the Election Commission of India (ECI) has ordered the immediate transfer of West Bengal’s top bureaucratic leadership.

The directive, issued late Sunday, March 15, replaces the state’s Chief Secretary and the Principal Secretary of Home and Hill Affairs.

The Commission stated that these changes are essential to ensure “administrative neutrality” and a “level playing field” during the high-stakes polling period. This intervention underscores the ECI’s commitment to oversight in a state known for its intense political rivalries.

The ECI has appointed veteran officers to lead the state through this transition. Shri Dushyant Nariala (IAS-1993) has been named the new Chief Secretary, replacing Ms. Nandini Chakraborty, who had only been in the role since December.

Meanwhile, Ms. Sanghamitra Ghosh (IAS-1997) takes over as the Home Secretary from Shri Jagdeesh Prasad Meena. To maintain strict boundaries, the outgoing officers have been barred from any election-related duties until the results are declared in May.

While periodic reshuffles are common, this move appears to be a direct response to concerns raised during the recent review of poll preparedness. Reports indicate that the ECI flagged several administrative lapses, including delays in filing legal action against certain officials and concerns over the independence of the state machinery.

By placing new leadership at the top, the ECI aims to signal a “zero-tolerance” policy regarding political bias as the Model Code of Conduct takes full effect.

The state government was given a strict deadline of 3:00 PM today, March 16, to confirm that the new officers have assumed their roles.

This administrative reset comes as Bengal prepares for a condensed two-phase election on April 23 and April 29, with results scheduled for May 4. With central forces already arriving, the ECI is clearly tightening its grip to ensure that the 2026 elections are conducted with the highest degree of integrity.

This major leadership shake-up is more than just a routine transfer; it is a structural intervention designed to rebuild public and political trust in the state’s neutrality.

As Dushyant Nariala and Sanghamitra Ghosh take their seats, the focus now shifts to how effectively they can manage the deployment of security forces and address the concerns of the opposition. The road to May 4 has officially become an administrative sprint.
