A new report from the United Nations Security Council (UNSC) has officially named The Resistance Front (TRF) as a terror group operating in Jammu and Kashmir. The report highlights the group’s role in the recent rise in violence in the region and directly mentions its involvement in the deadly Pahalgam terror attack.
The UNSC report says that TRF is a proxy group backed by Lashkar-e-Taiba (LeT), which is already a banned terrorist organisation. According to the report, TRF was created to carry out attacks under a different name to avoid global pressure on LeT. It also says that TRF uses social media to spread propaganda and to recruit young people in the region.
One of the key incidents mentioned in the report is the Pahalgam terror attack, which took place in July 2025. Three heavily armed terrorists, including a former Pakistani Army commando, attacked a group of security personnel in the Lidwas area of Pahalgam. The report says the attack was planned and carried out by TRF with support from across the border.
The report also notes that the terrorists involved — Hashim Musa, Abu Hamza, and Yasir — were well-trained and equipped with automatic rifles and grenades. It praises the Indian security forces for their swift action in neutralising all three attackers during “Operation Mahadev.”
This is the first time TRF has been mentioned in an official UN document. Experts believe this could help India’s efforts to get TRF added to the global list of banned terrorist organisations. It may also push countries to apply more pressure on Pakistan for supporting terror groups on its soil.
India’s Permanent Mission to the UN welcomed the report, calling it “a step forward in exposing the real face of terrorism in Kashmir.” The government hopes the international community will now take stronger action to stop funding and sheltering such groups .
The report is expected to be discussed further at the next UNSC counter-terrorism meeting.
