The Uttarakhand Minority Education Bill, 2025 was passed in the state Assembly on Wednesday. Uttarakhand CM Pushkar Singh Dhami said the law will improve education quality, safeguard student interests, and promote social harmony. 

From July 1, 2026, the Madrasa Education Board Act and Arabic-Persian Madrasa Recognition Rules will be scrapped. 

Until now, recognition of minority institutions has been restricted to the Muslim community. Educational institutions of Sikh, Jain, Christian, Buddhist, and Parsi communities will also get recognition. Additionally, the bill aims to address issues in the madrasa education system, including irregularities in scholarships, midday meal discrepancies, and a lack of transparency. 

The government will gain authority to monitor minority institutions and issue directives. 

The state will now have direct authority to monitor minority-run institutions. It can issue directives, regulate functioning, and ensure compliance with broader educational standards. 

The government can monitor misuse/irregularities in central scholarships meant for minority students. It can monitor the discrepancies in the mid-day meal program. 

On Uttarakhand Cabinet approving the Minority Education Bill 2025, BJP leader Sadhvi Niranjan Jyoti had said, “All children, whether from minority communities or otherwise, should have access to quality education in all schools, whether they are minority institutions or regular schools…” 

Institutions must be registered under Society/Trust/Company laws and may lose recognition for financial mismanagement or activities against harmony.
