The Lok Sabha on Thursday (August 7, 2025) passed the Manipur Appropriation Bill, 2025, amidst the din of Opposition protests. The Bill, presented by Union Finance Minister Nirmala Sitharaman, authorises the State to spend ₹30,969 crore on its expenditure requirements during the current financial year.
Manipur has been under President’s Rule since February 13, 2025. Earlier during this session, Parliament approved a statutory resolution to extend President’s Rule in Manipur for another six months, beyond August 13.
Opposition disruptions
The House passed both the Manipur Appropriation (No.2) Bill, 2025 and the Manipur Goods and Services Tax (Amendment) Bill, 2025, through a voice vote, amid persistent disruptions from Opposition benches.
Ms Sitharaman slammed the Opposition for disrupting the proceedings, claiming that while they talk of Manipur, they do not want money to go to the State.
Central support
The appropriation Bill authorises payment and appropriation of certain sums from the Consolidated Fund of the State of Manipur to meet the expenditure charged on the Consolidated Fund and the grants made by the Lok Sabha in respect of the estimated expenditure of the government of Manipur for the financial year 2025-26.
The Manipur Budget for the year included an additional Central allocation of ₹2,898 crore, with ₹1,667 crore earmarked for capital expenditure, and ₹1,231 crore for revenue expenditure.
The government is also providing ₹523 crore to support internally displaced people in the State and rehabilitate those in the camps, Ms. Sitharaman said.
