The Lieutenant Governor of Jammu and Kashmir, Manoj Sinha, has approved the introduction of a large number of private members’ bills during the ongoing Budget Session of the Legislative Assembly, paving the way for extensive debate on key public issues across the Union Territory.The move has enabled over thirty proposals, introduced by individual Members of the Legislative Assembly, to be taken up for discussion. These bills, though not backed by the government, reflect a wide spectrum of concerns ranging from social regulation and land rights to public service reforms and economic safeguards.

Among the prominent proposals are demands for a complete or partial ban on liquor, restoration of earlier land laws, and measures aimed at strengthening public welfare. Several legislators have also pushed for restrictions on private practice by government doctors, regularisation of daily wage workers, and stricter food safety regulations, including a ban on the import of frozen food products. Issues related to the protection of religious sites and retrieval of encroached land have also found place in the legislative agenda.The Lieutenant Governor’s role remains constitutional, as he does not directly introduce such bills but grants permission for their tabling and is required to give assent if any of them are passed by the Assembly. His approval has, however, facilitated the legislative process and allowed these proposals to come up for formal discussion.The introduction of these bills comes at a time when political activity in Jammu and Kashmir is gaining momentum, with lawmakers using the Assembly platform to highlight pressing local issues and shape public discourse. While private members’ bills rarely translate into law, they often influence government policy and bring critical matters into focus.As the session progresses, the Assembly is expected to witness detailed deliberations, with the fate of these bills likely to be decided through debate, withdrawal, or voting. The development underscores a renewed phase of legislative engagement in the Union Territory, even as the final outcome of these proposals remains uncertain.
