Aim to shift the narrative by directly challenging the ruling BJP with substantial welfare promises. Focused on the guarantees include unconditional monthly cash transfers for women, ₹50,000 for business, ₹25 lakh cashless health insurance, and land rights for 10 lakh families.
While the Congress used a “Five Guarantee” strategy in the 2021 Assam elections (which included the CAA repeal and tea worker wages), the 2026 version pivots toward direct benefit transfers (DBT) and massive healthcare coverage.
