JPC formed to review bills seeking removal of ministers with criminal charges :INDIA bloc to boycott, Supriya Sule to join

A 31-member Parliamentary Joint Committee headed by BJP MP Aparajita Sarangi was constituted on Wednesday (November 12, 2025) to review the three Bills that seek to remove Ministers — of Union and State governments, including Prime Minister and Chief Ministers — facing serious criminal charges.  

The INDIA bloc decided to boycott the committee. The Opposition has argued that the intent of the proposed legislation is malafide and that it is futile to participate in a panel where the BJP will be in a majority. The Opposition has also cited the example of the Joint Parliamentary Committee (JPC) on the Bofors case in 1987, which was boycotted by six major Opposition parties. 

NCP(SP)’s Sule in panel 

Breaking rank with the INDIA bloc, NCP (Sharad Pawar) leader Supriya Sule has joined the Parliamentary committee. AIMIM’s Asaduddin Owaisi, YSR’s S. Niranjan Reddy and Akali Dal’s Harsimrat Kaul Badal are other Opposition members in the panel. Nominated Rajya Sabha MP Sudha Murty is also part of the panel. Biju Janata Dal (BJD) too was invited to join the panel, but they did not respond. 

The Lok Sabha had passed a resolution to refer the Bills to the joint committee soon after Home Minister Amit Shah had introduced the Bill in the Lower House during the Monsoon Session on August 20. The three Bills, introduced by the Home Minister, are the Constitution (One Hundred and Thirtieth Amendment) Bill, 2025; the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025; and the Government of Union Territories (Amendment) Bill.
