On 10th September 2025, Election Commission of India has called upon a meeting with the Chief Election Officers from all over India to discuss potential rollout of Special Intensive Revision of electoral rolls. 

The discussions will be guided by a presentation covering 10 key parameters that each CEO must prepare and present.

  1. Last SIR details. 
  1. Digitization of past rolls. 
  1. Elector mapping  
  1. Documentation of eligibility  
  1. Polling station rationalization  
  1. Number of polling station  
  1. Field officer status  
  1. General suggestions  
  1. Data and lessons from Bihar  

The main purpose of the meeting is to asses the preparedness for rolling out of nation wide Special Intensive Revision of electoral rolls. The meeting will also help finalize the timeline for the SIR, likely using January 1, 2026, as the qualifying date. The meeting will asses the availability of and training of Booth level officers and other field staff and review the polling station and set goals of 1200 electors per station.  

The meeting will cover the items of the needed documents to prove the eligibility, including the citizenship, and standardized enumeration forms. The ECI will also use the experience of the ongoing SIR in Bihar, explain the findings of past revisions, and provide CEOs with a brief of the precautions to warrant that there is no instance of taking off eligible citizens without due process. Management of the public communication of the revision process will also be discussed 

Through door to door verification and updating existing records SIR aims to create accurate electoral rollouts.  The ECI is set out to solve challenges such as such as duplicate entries, old information as a result of the effects of urbanization and migration since the last comprehensive review which occurred in 2003 and secure the integrity of the voter list.
